No Buses Roll From Gaza to West Bank, Despite Deal
With much fanfare, after an unscheduled all-night negotiating session, Secretary of State Condoleezza Rice announced Nov. 15 that she had reached an agreement with Israel and the Palestinians on opening the Rafah crossing between Egypt and Gaza, and on establishing a bus convoy for Palestinians to travel between Gaza and the West Bank starting Dec. 15.

With no Palestinian state in sight, aid becomes an adjunct to occupation
It followed the G7 finance ministers' meeting at the beginning of December, which pledged its support, saying that "economic development of the West Bank and Gaza is an indispensable element of lasting peace in the region".
